Ph.D. in Economics from New York University. He was CEO of Ecopetrol and led the transformation that increased Ecopetrol's value from 15 to 42 billion dollars. He was Finance Minister of Colombia, chosen in 2011 as the Best Finance Minister of the Americas. Founder and partner of Econcept, a consulting firm in Washington and Bogotá. He was Director of the National Planning Department and Dean of Economics at the Universidad de los Andes. Associate Professor at the Instituto de Empresa in Madrid.
